A Guide to School Library Advisory Councils
WHAT IS A SLAC?
Texas Senate Bill 13 (Education Code Section 33.025) provides school districts with a blueprint for creating a School Library Advisory Council (SLAC) to oversee the acquisition and removal of library books. Members of the council are appointed by each school board member with the majority being parents who have children enrolled in the district.
Texas parents now have REAL power over school library materials. Thanks to Texas Senate Bill 13, parents can legally force their school district to give them a controlling voice in what books their children see by filing a petition. This isn't just another petition that gets ignored—this is state law that requires your district to act.
LEGAL FACT: When 50 parents sign the petition, the school district MUST establish a parent-majority council with real decision-making power over library materials. It's not optional—it's the law.

CRITICAL: Every SLAC meeting must be posted 72 hours prior to meeting, must be recorded and must provide written minutes that record all deliberations, votes and actions.
