Protecting the Rights of Women and Girls in America
What is Title IX? A Quick Overview
Enacted in 1972, Title IX is a landmark federal law designed to prohibit sex-based discrimination in education programs and activities that receive federal funding focused on ensuring equal opportunities for women and girls in educational settings.
However, the previous Administration unconstitutionally redefined Title IX to include gender identity and sexual orientation, opening the door for biological males to compete in female sports and access female-only spaces. This move, made through sweeping Executive Orders, directly undermined Title IX’s purpose—to protect fairness, safety, and opportunity for women and girls.

SELECT HIGHLIGHTS
January 2025: Court Ruling Victory
A U.S. federal judge ruled, via a nationwide injunction, that the Biden administration's expanded Title IX protections, which allowed biological males to compete in women’s sports, were unlawful. This ruling reinforced the biological sex distinctions that are crucial to preserving the integrity of women's sports and education.
Federal Executive Action
President Trump has led the charge to reverse harmful policies, issuing executive orders that restore Title IX’s original intent. These include:
-
Keeping Men Out of Women’s Sports (EO 14201)
-
Ending Radical Indoctrination in Schools (EO 14190)
-
Protecting Children from Chemical and Surgical Mutilation (EO 14187)
-
Ending Radical Indoctrination in K–12 Schooling (EO 14190)
State-Level Leadership
In 2024, several states - including Florida, Texas, and Georgia - took bold action to protect their students, securing key injunctions that blocked harmful federal changes from infiltrating their schools and sports programs. See the map below for details on where these victories took place.

The Fight Isn’t Over
Ongoing Challenges & Legislative Support
Legislative Efforts
On January 14, 2025, the Protection of Women and Girls in Sports Act passed the U.S. House of Representatives, reinforcing Title IX’s original language and protecting female sports nationwide.
However, in a disappointing setback, the U.S. Senate recently failed to advance this crucial bill. Despite the House’s strong leadership, Senate opposition has delayed the effort to enshrine these protections into federal law. This highlights the urgent need for continued advocacy to ensure Title IX is restored and protected at every level.
Opposition from Some States
While many states are standing firm, New York, Michigan, and others are leading opposition against these protections, with California, Maine, and Minnesota specifically announcing noncompliance with Title IX. The Department of Education is actively investigating these noncompliant states to ensure the rule of law is upheld, while the Department of Health and Human Services Office of Civil Rights (OCR) announced that they recently found Maine to be in violation of Title IX upon the announcement of their planned defiance to President Trump’s recent Executive Orders.
